Photoshop Lightroom CC - Windows

Photoshop Lightroom CC Windows-  displays a region request, then shows a serial number (not our CC serial number) on first run for every user. How do I stop this happening and will Adobe fix this behaviour?

      I am experiencing the same issue with Lightroom CC Windows.  After deploying the software to a machine, the user is met with a registration wizard upon initial start of the program.  The wizard reveals our Creative Cloud serial number that was used to package our Creative Cloud applications at the license stage where it prompts for the Serial Number.
