Right now Adobe only supports provisioning on enterprise accounts from Azure AD and Google. You can do SAML SSO with Okta but not assign or remove licenses or create accounts.
Many organizations (including mine) have centralized our AAA at Okta and it would be great if Adobe supported provisioning through Okta as well.
From what Okta has said, they would need Adobe to submit a SCIM setup to them, this isn't something they can do on their own.
I'm sure my organization is not an outlier considering how many orgs use Okta as a login system.

@MisterC925 Currently, the SCIM provisioning is not available with OKTA and it is a feature request that is already forwarded to the engineering team.

Hi @MisterC925 this is a community forum. Sometimes an Adobe employee will chime in but for Enterprise, your best option is to contact directly through your Admin Console as it pertains to your specific account and setup.

Being a former Adobe employee for many years I would like to state. The lack of Okta SCIM provisioning makes me a sad panda. I eagerly look forward to this feature request fulfillment.

You can set up SSO using Okta. For now, you can use the UMAPI option to sync the users from Okta to the Adobe admin console: https://developer.adobe.com/UMAPI/.
