I have the same error than giri_5987 and this link don't work for me.

any other option?

    1. Reset Licensing Information: Follow the steps in this guide to resolve licensing issues related to Keychain (macOS) or Credential Manager (Windows):

    2. Check for Expired License Errors: If the issue persists, refer to this document to resolve "Trial" or "License Expired" errors:
      Resolve Trial and License Expired Errors

    3. Reassign Licenses: If users still encounter issues, try unassigning and reassigning their licenses from the Adobe Admin Console, then have them sign out and sign back in.

    what subscription type (education, teams etc) do you have?

    Teams, 
    is happening to us with the users (about 8 out of 28) who have the Creative Cloud license for all the pro applications.
    And they can access illustrator but not photoshop for example
