I have just been on teh phone to customer support and I was explining the issue when he just put the phone down on me. I had been trying to clarofy the issue of licenses and creating a shared business account. I need to add colleagues and wanted to now whether each colleague would need an individual license. I had been sent an email stating teh following and needed help with it.

So, if I understand your question well, you are not seeking help for Adobe stock, but for Creative Cloud.
Each member of the team needs an own licence and for doing that, Adobe offers different solutions. what yo have probably is a couple of users, having each an individual licence of Creative Cloud. That works, but has some disatvantages. The first and most serious one is that the subscription is tied to the user and all data belongs to the user. If the user leaves the company, you do not have access to their account, even if you pay for that.
As a solution to small teams you have a Teams subscription, which has several advantages. The biggest advantage is reallocation of the licence to a different user, when one user leaves and the data belongs to the company and can be retrieved by an administrator.
A different advantage is common invoicing. You get one invoice for the whole team, and do not need to book individual invoices. Booking invoices is a huge cost factor in a company and you should not ignore that.
An additional advantage is centralized installation via the IT, but small groups normally do not need that.
Last but not least, you have different options for Adobe stock access. You can take a plan on your teams account and all users can take profit, or you can have Creative Cloud Pro with unlimited still image access. You will need to check what option is best for you.
Bigger teams can have an Enterprise subscription with even more features.
