Shared Device License - No Apps

We are having this issue in our computer labs for our schools. This is what we're using for licensing: Creative Cloud All Apps for K-12 - Shared Device. 

We've been having issues with our older packages so I did what I always do. I create a new license only package and deployed it to the lab after uninstalling the old packages from the lab computer. Then what normally would happen is the teacher would go to each device and install the software they want on each computer. 

But, this time around it's only giving availability to Adobe Express apps and none of our apps we pay for. It doesn't matter who signs in to CC, it only gives access to Express. The package has the same access as the previous one. 

The even stranger thing is that we randomly get this issue. It's like Adobe CC can't see the Shared Device License and goes off the user's license even though it's only a regular Federated ID that we give the students. 

Anyone got any ideas? I've gone to Adobe but honestly, their tier one support never gets me anywhere. Thanks!
