How do you handle users who only use a product once every quarter or once every 6 months? Could I shuffle licenses in the admin center and only apply the licenses to each user when they need/request them?

Adobe's plan: you pay for a license, and assign it to them, so they can use it when they need it.

But, yes, you can reassign licenses if there is a way you can plan it, that is not too much trouble for you, and adapts to the situation of your users.

Hi @dNay27 check your agreement with Adobe. Shuffling licenses may not work the way you think it will at the end of year when you have to count the number of assigned users/licensing.
