Hello team,
We have an issue with Adobe products and kindly would like for your help!
The main part our company’s team is located in Ukraine, but due to the war, it could happen that some of company specialists have to work remotely from Poland. Therefore, we badly need to clarify information if there are any country restrictions for Adobe products in use? Are those specialists allowed to use licenses in Poland, which were purchased locally in Ukraine through VIP program?
Also, our company has branches in Poland, Bulgaria, Brazil... Should we purchase licenses separately in each country or in one of these countries?
We find answers by ourselves, but information looks somewhat doubtful and questionable, that is why we decided to address you for advice. Here are the quotes from site:

I can't find it back this fast, but I think having read somewhere, that region is not exactly limited to a country. But to avoid any hassle, I would recommend contacting Adobe customer care via the adminconsole: https://adminconsole.adobe.com.
Go to support and contact Adobe via chat or phone as indicated. You need to be an administrator to be able to access the adminconsole.
I suppose that this will be handled gracefully by Adobe. Your people are probably residing only temporarily outside of Ukraine, even that "temporarily" unfortunately may mean longer than expected and wanted.
