Trouble Sharing CC libraries to team

I am trying to share/move private CC libraries to teams but the option is not available. I've been through support but after being passed around 4-5 operators who were useless I gave up to try here instead.

We are on a CC for teams plan and the business tab is active in the admin console so we should be able to access the feature. Can anyone help, please?

Correction I 'business' tab should have read 'storage' tab
