User assigned Creative Cloud All Apps, but can't use Premiere Rush

As account admin I recieved a request from a user to use Premiere Rush. This users however has already been assigned a Creative Cloud All App license which should include Premiere Rush. The only options after selecting "Review Request" are to "Buy More" which I assume means purchase a seperate licesnse for PR, or "Deny" the request. The option to "Approve" is greyed out.

 

Adobe CS is a mystery I'm still trying to figure out, so if anyone has any idea why this is happening, or if you are from Adobe and can help, I would be very greatful.

@Jon_Crafting Ideally, Premiere Rush is included within the CC license and the end user can install it from the Desktop App. There is no need to raise a request to the admin for any approval. 

Please ask the user to sign out and log in again using the correct account in the Creative Cloud Desktop app and check for Rush in the apps list.

@SuJoshithanks for the quick response, I will ask the user to sign out and try again, a see if the fix is really that simple.
