1. This could be due to a corrupt installation package or an incomplete installation
2. I'd recommend trying a fresh install, after cleaning out all traces. Use the CC Cleaner tool.
3. You can also try by using an alternative installer from here: https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
