Why am I not allowed to make changes to my subscription within my renewal period?

I'm 29 days from my renewal, and according to this link Manage your Teams licenses during the renewal window (adobe.com) , I should be able to update my plan 30 days before my renewal.  My account does not have the Update Plan button shown in the link.   See my screenshot below.   Am I misunderstanding what the link shows about how to manage my licenses during the renewal window, or is there something wrong with my admin account?
