We have upgraded our Citrix XenApp 6.5 environment from Adobe Acrobat Pro 10 to Adobe Acrobat Pro 11 (current version is 11.0.19). We are now having an issue with our users when they click on a PDF link within Internet Explorer 11, it is opening in IE11 instead of Acrobat. We have set the GPO to disable the Adobe PDF Reader plugin for IE but it still opens in IE11. Also, every time a user clicks on a link, they are being prompted with whether they want to Open, Save, or Save As the PDF.

Hi nicolew91848327,
Sorry for the delay in response.
Looking at the issue description, I would like to mention it is impossible for IE to open PDF if Reader plugin is disabled. Internet explorer 11 doesn't have an inbuilt feature to view PDF's like in Google chrome or Firefox.
To make it possible, it really important for you to check why the plug-in is getting enabled again if you are forcing to disable it via GPO.
If you already have resolved this issue, please help Acrobat/Reader users with your findings via this forum.
