How to import downloaded files into Premiere panel or timeline with Extendscript/CEP

I'm writing a panel where it's possible to download files/clips/media from a service, and I want to have the option of downloading those files directly into your Premiere project's project panel or timeline.

Do you need to specify where the files need to be downloaded to be placed in Premiere Pro, or can they be placed directly in your project folder?

Are there any handy guides or examples that can help me?

When it comes to Premiere Pro, there are a few more public guides than with the other apps, so you're in luck. Have you seen this GitHub repo? It contains an official up-to-date Premiere sample panel. There's also this Premiere Pro Scripting Guide from Aenhancers.com.
