cant install flash player on win 8.1 64 bit

My laptop came with win 8.  I upgraded to 8.1 64 bit.  When I check Adobe flash it says I have adobe 8 and shows the picture.  I select the option to install 8.1 64 bit (what I have) and I get error message kb3065820 already installed and everything stops there.  I cannot run flash player on any program or site that uses it because it says I need to upgrade to newest version.  How do I do this?

What browser, Firefox or Internet Explorer, Chrome?

IF it is Internet Explorer then the update comes through windows updates, so try running that if using IE.

As a result of this you cannot use any standalone installer to update your ActiveX version of flash player, as it is part of the OS now.
