Every day I am prompted to install Flashplayer...EVERYDAY!
So i download and install and I notice that each time it's a different version.

I got it, I had to change to "small icons" and it shows up. Here's a

Yeah, for some reason, it looks like the PPAPI/Chrome version didn't update. The current version is 27.0.0.187. The most likely reasons are that the file that needs to be updated is either damaged or in-use, such that we're unable to replace it when the installer runs.
Using Chrome, I'd recommend trying to manually download and install the update:
http://get.adobe.com/flashplayer/
At that point, you should see the 27.0.0.187 version reflected on the update pane of the control panel that you provided that last screenshot from. You'll need to exit that control panel before doing the update. At that point, you should stop getting update reminders.
If the install fails, reboot the machine and just try running it again before anything starts up. If Chrome or Hangouts starts automatically, exit them first.
If the installation still fails, you might just do a quick sanity check on the disk to see if you can repair the problem:

If that still doesn't work, the installer logs should tell us why it's failing to update.
