Flash player is stopping lego digital designer from installing

Hey there I'm hoping someone can help me with an issue when I'm trying to install lego digital designer

This is a new HP Windows 10 64-bit laptop

All of the updates have been completed

Flash player is up to date according to IE

I understand flash player is now embedded into IE

I have checked and flash player is enabled

I try and run the installer for lego digital designer and this happens:-

I follow the advice as per the weblink. I do have flashplayer installed but I'm just going around in circles

I've spoken to an agent on here who wasn't able to work it out either...… can anyone please help?
