Flash Player turned on but does not work in Edge browser

I am running Windows 10 and using the Edge browser to go to the website www.proctoru.com.  The website tests my system to see if it will work for a college exam and comes back with Adobe Flash is not installed or blocked.  So I check permissions, and I have granted the website www.proctoru.com the ability to run Adobe Flash, I check SETTINGS in Edge like the Adobe website suggests and Adobe Flash is turned ON.  There is no puzzle piece in the far right of the address bar for Proctor U's website and there is no splash message on the bottom of the screen that asks to allow anything. Nothing is working yet everything is turned on and given permission to run.  Besides downloading a fourth browser to my computer is there anyway to make this program work like it was supposed to?

Which page on www.proctoru.com does this?

The main site, www.proctoru.com doesn't appear to have Flash content.

I went to the student section of the site (Students | ProctorU ).  Step 2 is to go to the 'tech requirements page' to make sure the computer/equipment meets the requirements.

I clicked on the link and was redirected to Technical Requirements | ProctorU

Step 3 of the 'Other Requirements' section has "The following plugins for your web camera (click to download): Adobe Flash Player v12

Upon clicking 'Adobe Flash Player v12' link, the browser intercepted the request and displayed the 'enable Flash' notification dialog windows:

You'll probably want to select 'Always allow'
