If you want to use Flash technology in an Android application, you should build the application as an Adobe AIR app.  That's really the only viable option.

To my knowledge there is no way to play SWF files on Android devices.

Flash Player does not support Android. 

The only decent solution I'm aware of is a cloud-based approach where the Flash Player window is effectively streamed back to the device:
