Flash Player choppy- only when out of focus.

Hey, I've been wracking my brain for a while here trying to find a way I could fix this. One of my favorite things to do on my computer is to watch Livestreams on my second monitor whenever I'm in a part of a game (often mmo crafting or civ4). I have recently upgraded to windows 8 to see how it goes, but with the update I'm finding that in every browser when I run flash player full screen it runs fine. The issue is that whenever I move focus to another program, the video becomes choppy (audio is fine). Tested on firefox, chrome, and ie (just because why the hell not test everything right?) This also happens when the player is not in fullscreen. I didn't have this issue in windows 7, and if I can't find a solution I'll probably end up moving back.

    I am having the EXACT same problem. With both Chrome and Firefox whenever I'm watching a video at Twitch.tv both video and sound are coppy. They play for a few seconds and then pause for a few more. Repeat ad eternum...

    But magically, by making it play fullscreen makes everything go smoothly. There is this bypass but it's gruesomely annoying!

    I tried restarting my PC, killing all running processes and services that I could, disabling all pluigns and extensions, fully uninstalling and then restalling flash... No change. Hardware acceleration makes no difference either.

    I'm running Windows 7 64b, on an AMD Phenom II X6 1075T @ 3GHz, 8GB of RAM. My video card is an NVidia GTX 570.

    Any new ideas/suggestions since March?

    Where are you located? My friend always studdered on both full and non-fullscreen watching twich/justin but it's because we're in the USA and a tracert showed us it's being served overseas from EU. To this day on a very jacked i7/nvidia rig the site bogs, but other quality sites like youtube HD play flawlessly, smooth as glass.

    Thanks for the prompt answer. In fact with some more testing I figure this was not in fact a problem with Flash, but in fact something similar to what you suggested. My test was simple:

    - When unsing my home ISP connection normally (Comcast) I had a very VERY bad experience as I described;

    - But the momment I connected to my work VPN so that all connections are routed through the office, the streaming was flawless, even at the highest (free) straming quality

    My home ISP obviously has enough bandwidth for the streaming (I have a 22Mbps plan), but indeed their routing to the Twitch.tv servers is just terrible!

    And let me give another suggestion to people having this same problem: try using other services that are also providing the stream you are watching. In my case it was the League Of Legends Championship Series (LCS) which is oftem (but sadly not always) also provided by youtube.com and azubu.tv .

    What browser are you using?  Have you tried any alternative browsers?  Can you also try disabling hardware acceleration to see if that makes an impact?

    How do I disable or enable hardware acceleration?

    Did you even read what I wrote before posting? Kinda insulting to be honest. Anyway, I have temporarily fixed the problem by playing everything in fullscreen windowed mode, but its annoying to say the least that you can't even give my post any serious consideration.

    Sorry about missing your reference to the other browsers.  I read through a lot of posts each day and I miss things sometimes.

    Did you try the hardware acceleration toggle?  Are you sure you have the latest video drivers installed?  Either way, glad you figured something out that works around the problem.

    Fwiw, I'm running three monitors on Win 8 (ATI 7900 series card) without any problem viewing video fullscreen from twitch on my side monitors while playing games (minecraft, GW2, Tomb Raider, etc)  on the center screen.
