Cant rotate ruler on Ipad

My Ruler in Fresco is "locked" so I cant rotate it. Where is the setting for this?

Does it tell you it is locked? I don't believe there are any settings for this.

Has it worked previously and just stopped working.

I find it works better using fingers from two hands rather than two fingers from one hand.

Sorry to hear about this experience. Would you mind using the R+Stylus to rotate the Ruler and checking if it helps?
