In light of Draw's needless and cruel death, Fresco is not a good replacement... yet.
Why not add settings to make the app feel more like draw. It would clean up the menu, return the simple mechanics (primarily holding to fill), and ultimately appease those who loved Draw. There was not need to discontinue draw and uproot people's livelyhoods, and I just want the mechanics and efficiency from draw back.

Fresco did not originally appear to be an intended replacement for either Draw or Sketch.
I would have expected Draw users to migrate to Illustrator on iPad and Sketch users to migrate to Photoshop on iPad. Unfortunately, everyone is being directed towards Fresco, the more you ask for it to be like the other apps the less useful it becomes to those who used it for what it originally was.
Having said that, the best place for you to request changes to Fresco is on the UserVoice page, which you can access through the Suggest a Feature link within App Settings > Help within Fresco itself.

None of that, they themselves are the ones who say that Adobe Fresco would have the best of Adobe Draw, they themselves send you to download Adobe Fresco, it doesn't make sense. The logical thing would be to enable Adobe Draw again and let anyone use it, or do the same with Adobe Draw in Adobe Fresco with new things, but not eliminate what was before, I don't find anyone satisfied with the change.
