I'm trying to copy paste from a lasso selection to create a pattern and no copy option exists

I'm making a layer and have one design I have and I want To copy paste it multiple time in different Sizes and shapes to create a pattern people can use for backgrounds butthe copy paste Buttons are gone. Help!
