Adobe Illustrator Won't Update or Install, download corrupted

Had issues updating Illustrator. Kept getting errors so I finally got on chat with Adobe support. First person couldn't fix the problem but removed my older Illustrator version in the process of trying to fix it. Now I don't have a program at all and similar issues with trying to get the fresh version installed.

Got with Adobe help twice more. Both times they assured me my direct download would work, eventually. Even tho it stopped previously at about 50%. Wanted to go away at that point, but I made the last tech stay will me. Both techs assured me that even tho I was not going through my creative cloud app and download, that it would function as it always did once I completed my direct download of Illustrator. (I am dubious on that, and how a direct download would magically "fix" the issues I am having with installing through the CC app.)

Third time the direct download didn't go thru, the last adobe tech told me I had issues with my internet service and I needed to call them. I did, they claimed it was working fine. That there is no faster speed available at my location at this time. And yes, a several gigabyte direct download is a cruncher for sure.

So I went back to my Creative Cloud and downloaded several other applications with no issue. I also went to my laptop which access my internet via wifi and downloaded Illustrator just fine on that. My computer, which is hard wired into my modem and internet connection should not have an issue loading from the CC app.

This is a software issue with the adobe products, but I can't find how to fix it. I have installed the CC app and it has not worked. A direct download times out and I don't believe it will fix my CC app issues anyway so I want a better, more permanent fix to my issues, which seem to be specific to Illustrator downloads/updates, and specific to my desktop computer.

Can someone please help me? I need this up and running and the chat people have not found and answer for me.

The current error message is that "the download appears corrupted". I've run the cleaner tool. Re installed the CC. Tried the direct download. Gone through all the threads. Something is corrupt here and needs to be removed. More information shows:
