Can I Buy Adobe Photoshop outright?

I want to buy Photoshop outright not rent it on a monthly basis, is this still possible? I usually update every two years or so. I do not want to pay monthly fees to use the programe.

I have already photoshop, premiere pro and illustrator and i want to buy again for black friday discount. if i buy again or buy all CC apps. my photoshop and other apps extend one more year?
