Can't Uninstall CC for mac [2016]

I am getting an error when trying to download updates to apps in CC.  To try and fix it I was following instructions to use the Adobe CC Cleaner tool and tried unistalling Adobe Creative Cloud.  This error popped up and wouldn't let me uninstall.

Do I have to uninstall all the CC apps in order to uninstall Adobe CC?

this is a very old thread.  the current cleaning of cc, involves each applicable step below.

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

no.

you can use the cc uninstaller, Uninstall the Adobe Creative Cloud desktop application and then clean, restart your computer and reinstall the cc app from https://creative.adobe.com/products/creative-cloud
