How do I download a copy of Photoshop Elements 14

I purchased this product and I need to reinstall. I registered this product and it appears in my Adobe account with a serial number.  There appears to be no link to download 14 (only 15) and INCREDIBLY it appears I cannot even get chat support to pose the question. Are these guys for real? </rhetorical>
