How do I download photoshop elements 13

I bought the adobe photoshop elements 13 download from the adobe website and tried to download it, and its not letting me download it, a box keeps popping up saying microsoft visual c++ is a newer version. how do i fix it?

You can also download the trial version of the software directly thru the page linked below and then use your current serial number to activate it.
