LR5: 1152: Error extracting to the tempory location

Running install as an administrator. I have deleted contents of Temp folder as suggested elsewhere

installer errors with "1152: Error extracting to the tempory location" then halts.

that's it. any help would be appreciated especially from Adobe employees (bit annoyed that the Chat support facility is showing as not available at the moment)
