Can you provide  more specifics on what is not working ? Are you unable to download the file or are unable to install the file after it has been downloaded ? Have you read the

Are you trying to download a CS4 version to install software that you alreday own, or do you want to install a trial?

You get the error because you're not signed in to the Download page for Adobe.com. Start a download for CS6, let it start, cancel it if you don't want it, and then click one of the CS4  links.

Before you download and install CS4, make sure that it wil run on your computer. Because it is quite an old version, its not certified to run on latest computers.

Adobe does not sell CS4 anymore. So if you're planning to buy, you might as well try CS6. In addition to a host of new features, CS6 is engineered to take advantage of all the power that today's computers and OSes provide.

I just followed the steps listed on the page Nikhil linked to and was able to begin the download of Photoshop CS4 for both Windows and Mac OS.  Ian_Salita I would recommend you try again.  Perhaps this time with a different web browser.
