PREMIERE PRO 2017 WON'T INSTALL

I have windows 8.1 and it says that it has the newest update, but last update was 2015. So I installed the newest one and Premiere Pro 2017 still won't install. Please help!!!

1. Is there an error message while installing? Please share a screenshot FAQ: How do I capture and post a screen shot or video?

2. Are you using Creative Cloud application to install Premiere Pro CC 2017?
