problem accessing a critical file

I get a error message saying "We've encountered the following issues: There seems to be a problem accessing a critical file/directory during download. For troubleshooting tips, please visit our customer support page. (Error code: 204).

I have tried the adobe cleaner tool, but I still get an error when I launch the CreaticeCloudSet-up file...

Tried deleting temporary adobe files in the C:\Users\Lars\AppData\Local\Temp folder ....

All other applications like visual studio, Unity etc downloaded and installed successfully just before I was trying to install the creative cloud application from adobe.

Operating system= fresh install of Windows 10 pro, updated today 12.08.2016

uninstall everything cc including the cc desktop app.

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your cc programs/trials

if that fails, search your computer for oobe folders and rename to oobe_old and search for aamupdater folders and rename to aamupdater_old.  repeat the first paragraph steps.
