When do you receive this error?  Also I assume you are using Windows XP Pro?  Have you tried removing the PowerDVD software?

powerDVD10 is uninstalled, run the registry cleaner and changed my account (made a new and copied some of the old one), all this did not help so now I will delete the old project files with the address to PSE4.

Thanks in advance for any help...

Was the registry cleaner used before or after this issue?  The error basically is stating that your registry has been damaged and no longer has the appropriate information to remove the software.  Did you create a backup of your registry prior to using the cleaner?
