An Old bug about color panel pop up

This is old bug/bad-behavior that mentioed in 2019:

But this bad behavior not solved yet. I pretty sure It's not a hard problem to solve.

problem:

When I click on the fill color then click on stroke color panel opens automatically and There is no way to stop it unless you use x key, but we need real solution.

It forces us to use color panel and many of Illustrator users don't like this behavior because This behavior is super annoying . please listen to your user.
