The long answer is yes.
Here is some smalltalk about it:
The (default) Bezier circles with 4 Anchor Points are (very) accurate at the Anchor Points and midway in between, in other words angles divisble by 45 degrees, and bulge in between.
To get closer to a true circle you need to create the circle with more than the (default) 4 Anchor Points.

No, by "That can't be done accurately (meaning "not by hand") in Illustrator, as far as I know.", I am referring to getting hold of the control handles for an anchor point and precisely (with coordinates, not eyeballing) defining their endpoint. I don't think that can be done manually in Illustrator, but it can be done in script via PathPoint properties.

Of course, that is the only way to do it accurately/precisely (no eyeballing).
