Can anyone help me figure out how the two blue shapes in the photo were made. I've tried blending and replacing the spine. Also tried transform. Can't figure it out.
Sorry, but I disagree.
These parts of drawing could easily created by (only) a combinations of two objects with two transformation effects.
You need:
unclean designed template
a shape
the shape with effect 1
a single anchor point below
anchor point + shaped grouped
group with effect 2

THis is not a blend. If you hold down the tilde and the alt key and move your cursor whilc making a star for example, it will copy the shape many times. It is a hidden function of AI. I will see if there is a movie to show you.

You are probably just looking at simple transformations which can be done with the Rotate tool in copy mode. There are other ways as well.
By the way, it may be useful if you were describing what exactly you have tried so far. Just saying "Also tried transform. Can't figure it out." is quite meaningless.
Most of the time it is also good to mention which version of Illustrator one is using (not necessarily in this case, but in general).
