Bounding Boxes and Strokes

So, I may be going insane, but I swear the bounding box used to hug the anchor points and not the edge of the stroke in Illustrator. Is there a way to change this back or am I living in a psychotic delusion and it's always been this way?

Uncheck Preferences > General > Use Preview Bounds

Is there e way to do this on Indesign? I dont seem to find that function there. Being able to draw a shape that aligns with the vector path instead of outer stroke seems like a basic setting in my eyes. Especially if creating cut lines for stickers for example.
