bring shadow to front

I want the shadow to cover the 2 overlapping circles. I selected it and clicked on bring to front but nothing is happening, What should I do?

In the Layers panel drag Layer 7 below Layer 6.

You're welcome. Bring to Front will move a selected object to the front of the layer, but won't move a layer to the front of the layer stack. I've been known to get frustrated by that behavior, until I remember.

Just as a side note:
There are a few places in the drawing where the grid was not used. There is still some need for action.
