Can a tool be selected within an Action? CC 2015

For example, I'd like to pre-select the Pencil Tool so it is active after a Stop in an Action. Is that doable within an Action?

Hi Ray,

I don't think this is currently possible with an action. Illustrator is only going to record a tool after you've used it, so simply selecting a tool isn't considered a recordable action. Curious if there's a plugin out there for it or not.
