I have many files for Indesign, Photoshop, and Illustrator located on an external drive and usually I can open them right from the drive, but now I get this error when I try to open anything with Creative Cloud thats located on this drive. Although If i move the file to my desktop it will open fine. Here is an example of the error message.

I share this drive with someone else that also uses creative cloud and they do not have this issue.

In general, but especially with ID Adobe's stance is to never work directly off a remote drive be it a server or external hard drive.

That being said, if you open the file off your desktop, save it and put it back on the drive does it open properly or give you the same error.

It appears to be a permissions issue with either the drive or the files on it.
