Can't Save New Document Profile - Error ID: -54

I had to downgrade to 25.2.3, because 25.3.1 has a major bug affecting strokes and fills. When I downgraded to 25.2.3, it completely wiped all my settings, prefs, etc., so I have to start from scratch. Anyway, those issues/nightmares aside... My current issue is that I can no longer create a new document profile by editing the Print.ai file here: (User)\Library\Application Support\Adobe\Adobe Illustrator 25. When I try to save my edited document profile I get "Can't save the illustration. The file is locked or in use. ID: -54" No matter what I do I get the same error. All I want is to have my default blank swatch pallet back. Any suggestions, or is this functionality broken now as well?
