CEP Panel not loading on PC

I'm loosing my mind because I did this exact thing on one PC and it worked.  Then on another and now it doesn't work.  Running Windows I have Illustrator 2021 running.

The path for my CEP is

C:\Program Files\Adobe\Support Files\Rrequired\CEP\extensions\mypanel

When I go to Illustrator I only see Extensions/Libraries https://www.screencast.com/t/yfXR0lpJOCL

I also edited the RegEdit any idea what I'm doing wrong?

I am not sure if this would cause it, but did you change the runtime settings in the manifest to 10.0?

<RequiredRuntime Name="CSXS" Version="10.0" />

I tried that and it didn't work.  Anything else I can try?

Out of curiosity you did do a restart after the regedit change, i believe i noticed on Windows it starts working after a restart?

PS the manifest does have the correct CSXS version as well? You can always try other right, its backwards compatible a couple versions.

you linked the correct libraries in the htlm-file, host-file also setup correct?

PS do you one of the CEF apps installed so you can possible check some other codes?

PS that installment should be

C:\Program Files (x86)\Common Files\Adobe\CEP\extensions

and

C:\Program Files\Common Files\Adobe\CEP\extensions

or try the per user method.

C:\Users\<USERNAME>\AppData\Roaming\Adobe\CEP/extensions

I also had issues getting a photoshop version running on Windows.  I believe it was either an issue with the correct folder or te regedit key.

But your path is complete different as what is in their examples
