Some of these features exist in the web-based Adobe Color site:

Custom palettes generated there can be saved and used within Illustrator.
Illustrator has its own built-in generative recolor feature.
Astute Graphics' Phantasm plugin has features to alter/adjust colors in artwork.

All of that isn't quite as convenient as having a stock, built-in toolset for automatically building and editing color palettes and libraries, but the capability is there to some extent.
