Sorry if is a stupid question,
"Create PDF Compatible File" Shouldn´t be Automatic Always Turn On this Save Options ?
Why should be turn on manually ?

In Global Graphic Industry this option generally always need to turn on.
My Question is why Adobe do not apply the option save "Create PDF Compatible File" automatic ?
The Problem is the designer who is doing the file, usually forgott to save with the option "Create PDF Compatible File" turn on. So here is a suggestion to Adobe become automatic , not necessary to turn on or turn off.. undertand me ?

Yes, sometimes the designers who build the file start with template or some old files...
So, it´s possible to do a update to apply this save option turn on automatica for cases when
the designer start with template or old files ?

Permanently enabling (or disabling) PDF Compatibility used to be possible by manually editing the Illustrator Preferences file.
There is a corresponding entry and its value has to be set to "1" to turn on PDF Compatibility or to "0" to turn it off.
Probably not 100 % stable, but you may have a look at it.

The Global Industry Graphic, will be very very proud, if
"Create PDF Compatible File" - in Save Options Illustrator always could be automatic Turn On for all Illustrator files.
It decrease the action time using the Illustrator.
So my question It is possible ?

It IS the default behaviour.
If you are seeing something different then your file at one time, was saved with different settings and a subsequent save honours that original save regime.
Change it once, and it will always save that way, until you change it again.

Yes, this is the point, The ilustrator file dot not not accepted this option Turn on for diferent settings scenarios from original save.
So it´s possible Adobe do a kind of Barrier to always save with Create PDF Compatible File ?
Since the file is a template or a special settings, it is possoble to Illustartor Ignore the previouns setting, and always turn on Create PDF Compatible File ?

Hi. "Create PDF Compatible File" should be active by default. You can try resetting the preferences, maybe that get back that behavior.

meanwhile I can imagine that it would be more useful if you were going to the Uservoice section of this forum. There you can request for reasonable modifications according to your preferences.
Remember that not all Illustrator users will necessarily agree with you. Some may just prefer the opposite (that is, PDF Compatibility turned off by default).
