Looks like a font, since the E are the same.

If you can't find the font: just draw them that way. There's no effect or one-button-solution.

Convert the text to outline and have fun playing with the pen tool to create your own dripping text.

Use the image you posted as a template, create a new layer as your artwork layer > use the Pencil tool and draw the "forms" of the "Y", "E", and "Z" > copy the E and Y to complete the word.  I sense you could probably "improve" the fonts, because even grunge type like that can be improved.
