Effect > Offset path, remove enclosed areas

I have a map of the word that I want a coastline effect on. I used a new fill with offset path. This works, except I want some of the enclosed areas it created to be filled (Gulf of Mexico, Hudson Bay, Sea of Japan, etc.). The two images should explain it. In the first image the red outline shows where I want the water fill applied. In the second image you see what I am after. Is there a way to do this as an effect without expanding the appearance? I tried applying Pathfinder > Add, but that had no effect.

There's a layer for the land with the fill and offset path applied and a hidden layer for the water as it should appear.

That works, but I can't replicate it. I can open your file and edit the pathfinder effect and it works. I can change the operation from Crop to Add then change it back and it works. But if I do the same to my file is doesn't work. What am I missing?

First is your file, then mine. Same effect, same order of effects (Offset path before Crop).

That has no effect. In fact, now the effect completely removes the offset path. I can use the eyedropper to copy your effect audit works, but I cannot recreate it.

Does it have anything to do with the language? You effect is labeled “Schnittmengenfläche”. When I click on it it becomes a Crop effect, as in the screen captures above. When I recreated it yesterday it had no effect. When I do it today it wipes out the offset path. There has to be a bug at work here.Screen Shot 2019-03-08 at 11.33.20 AM.png

We were posting almost at the same time, therefore I missed your statement in post 6.

Did you (temporarily) change the stacking order of the effect items in the Appearance palette and then rearrange them, so they get the same order as shown in my sample file? In that case I would agree that some kind of bug is befouling the construction.

Otherwise it should be passably stable.

The language thing is not crucial. Effects that were created in a non-English version of Illustrator normally appears in the foreign language when you open it in an English version of Illustrator. As soon as you modify the effect instances they will change to the English terms (probably also by just saving the document as an .ai file with a different name).

but I used the second (or better: the multiple strokes/fills) as appereance for the layer AND NOT for the path

The outer black stroke (in the linked thread) was created in the same way - without enclosed "holes" in between.

Unfortunately, that's also plagued by the same bug as described in post 8.

Basically, both techniques do the same (or almost the same).

But at the moment they are not stable due to the wobbly behaviour in the Appearance palette ...

I decided to try rebuilding the appearance from scratch. I removed the appearance from the map, making it a solid white compound path. I copied it to a new document then rebuild the appearance step by step, including the Crop effect. Worked. Although there are a few places where a stray segment of blue connects to the land, which should not be. I fixed that by nudging the nearest point. It works as an object appearance and a layer appearance.

You may have to manually fine-tune the tiny floe on the right-hand side of Newcastle upon Tyne.
