That's not how you create a PDF. PDFs need to be saved according to the specifications of the service that will be using them.

Thank you for your repsonse. I am aware of how to create a pdf in Illustrator. However, in Finder, you can also right click on a file and select Quck Actions and then select Customize which gives you a pop up with several options. Create PDF is one of those of options. From here you can Create PDF from exisiting docs. png, jpeg, tiffs, etc., without opening them in thier native programs and saving or exporting, but this Quick Action shortcut will not create a pdf with an .ai extension.

Does that Quick Action call Illustrator?
If not, then there is not a lot that Illustrator can do about the error.

That is a Mac OS way to create a PDF.
If it does not work contact Apple, Adobe or Illustrator are not involved in creating a pdf this way.
