Just a guess, but presumably the C:\Program Files\Common Files\Adobe folder. Do you have such a folder?

Looks like this person had a similar problem... I think I would try reinstalling and using the Adobe Creative Cloud Cleaner tool
Do you have administrator rights to your computer?
I guess you are using the 2024 version, you need to install Adobe Illustrator 2023 version.
