Seems doable.
Can you share a sample Illustrator file for inspection?
Also, which Illustrator version are you using?

Thanks for the sample file.
A couple of follow-up questions:
- Each label consists of filled paths only. Is that always the case or may it vary in other files (e.g. a mixture of filled paths, stroked paths, live type etc.)?
- The sample file contains 20 labels. Is that always the case or may it vary?
- Each dieline is grouped together with a QR-Code. Do you want to retain this group or is it sufficient to just put all black filled objects per label in one group?
- Are the dielines supposed to be part of the separate groups?

You can download a rather unhurried action here:
Instruction:
- Download and unzip the file
- In the Actions Palette flyout menu, import the action set Grouper.aia
- Open the Illustrator file grouper_example_file.ai
- Don't select anything
- Run the action grouper_001
Note that the action is limited to exactly 20 labels. If you have more labels (or less) you may modify the action.
I can imagine that there are faster general purpose Javascript approaches, but basically the action should do what you want.

Mr. Kurt thanks for your support,
but the action is not work correctly as i share the above attached file & i am working for the variable data printing, so the breakup has no limit, some time file has 200 and above breakup, so that why i think conditional script is better for this type of wotking,

I was afraid that the number of labels may vary considerably.
One single action rather cannot reproduce all possible combinations. It's an interesting task, though.

I feel like using InDesign for this would maybe work better for you as you can set parent pages for the label artwork which you can then add any number of pages you would like and the artwork will just be there. and then just fill in data as needed.
