HEX codes not working/registering?

Can anyone shed some light on why I am unable to input a HEX code and it register? I have always worked this way and never had an issue before but no matter how I input the code, it does not work. I can't colour drop the right colour either. I am only able to manually select a colour from the palette.

Check out the Recolor options. Probably black is not allowed to change. It's a very tiny button https://youtu.be/4TPXQK7hdmM
