First of all, I'm sorry if I am not supposed to post how-tos.
I want to create this image in Illustrator:
I would like to know how to create those vertical dashes (second outside circle).
I can add invididual lines, but, if there's a way by stroke or something, it'll not just look perfect but also be easy. So, can I make such vertical dashes?
You can create one dash by hand and rotate it once on 15 degree. Move Rotation Point into virtual circle center. Then use Ctrl+D shortcut to transform it again

I had tried with transform again at first, but, it wasn't working well. But, the first few seconds of a tutorial put the idea in my head.
I used tranform again to make the lines from the center, then made an ellipse and then used back minus front to remove the lines from the center and just keep them at the end.

The answer you already got is perfectly good, but it is also easy to do if you just draw a circle, apply a thick stroke like 12 or 24 points, then check the "Dashed Line" option in the "Stroke" box. You can then set the Dashed Line options to something like .5 or 1 pt thickness with a gap of 12 points or whatever works for your drawing.
